09/2005 Outcome of meeting with residents and developer We had a good turnout (35) Grace neighbors and other interested folks for the meeting. Lots of good questions were asked. I'm cobbling together these notes based on those taken by Tracy Anderson and Dan March. I ran this by Gerald Green before I sent it and the red text are his additions. In this case, it is probably for the better, but it is surely hard to hit a moving target. I hope you read the AC-T article today about the City Council worksession yesterday. If we want an input to the Merrimon Corridor Plan, we had better step up to the plate…quickly. I have submitted a request to use the North Asheville Community Center late next week from 7:00 PM to 9:00 PM. If Parks and Rec doesn't get back to me today, I'll look elsewhere. If the P&Z meeting is indeed postponed until November, we will have more time to think and more flexibility in scheduling a meeting amongst ourselves. We need to come up with a common statement to present to P&Z. I would hope that Billie Buie and Hedy Fisher can make this meeting since they served on P&Z. I'd hope also that Tony Hauer and Dan March can attend. They have dealt with developers professionally. Meeting with developer Greg Edney and development team at Port City Java, 9/19/05 The developer was represented by Gerald Green, his agent, Patsy Brison, his attorney, Chad Roberson his architect, and Ken Putnam his traffic engineer. Edney intends to petition the Planning and Zoning Commission to rezone the property to Community Business Corridor at the commission's October 4 th meetng. The UDO names many uses to which the property can be put. The current building can be renovated and expanded up to 50% of its existing size without public hearings , maintaining the existing drive-thru. Edney proposes a two storey, 14,400 sq. ft. building that would house a bank, office space, and perhaps a restaurant. The bank would have a drive-thru with two bays. Building construction will likely be exterior brick and stucco. The site design submitted and approved by the Technical Review Committee in August calls for two curb cuts off Merrimon; the most northerly entrance and exit; the southern cut would allow exit only. Currently, the site has three curb cuts. The bank drive-thrus would likely have 9-5 operating hours. P & Z will have the final ruling on that. Edney has offered to build the missing sidewalk from Fenner to Larchmont (6') wide and the sidewalk in front of the site will be 10' wide. The site will include improved landscaping and stormwater run-off catchment. The possible restaurant would be a "dinner-type" restaurant with a modern ventilation system. A parcel on the southwest side of the property, currently zoned Community Business, which Edney has recently acquired would be zoned residential. This rezoning request will be submitted the end of this month (September) and will be heard by P&Z in November
